Pennsylvania House Bill 1376 would allow the Department of Health to establish school-based health centersâclinics inside or near schoolsâthat can administer vaccines to students.
This bill increases the risk that students may be vaccinated without proper parental consent. Even though consent forms are mentioned, we have seen real-world examples from other states where children were vaccinated in schools despite parents never giving permission.
In addition, school-based clinics may not have access to a childâs full medical history. This dramatically increases the risk of vaccine injury.
There is no need for schools to expand their services into the realm of medical care. Parents already have ample opportunity to seek vaccines from their family doctor or pediatrician.
Please help stop this bill today!

Sample script:
âHi, my name is ____, and I am a constituent. I am calling to ask Representative ____ to OPPOSE H.B. 1376.
I oppose this bill because schools should not be offering medical procedures such as vaccinations. Vaccines may cause serious adverse reactions, and school clinics are not equipped to handle studentsâ full medical records or medical emergencies.
This bill puts children at risk and weakens parental rights. Vaccination decisions should be made by parents, not the school system.
I urge Representative ______ to vote NO on this bill.â
Be sure to explain why this issue is important to you. You may wish to use a couple of the talking points below. Donât copy all of them â just use them as ideas to help structure your own message.
TALKING POINTS for calls and emails:
- This bill allows vaccine clinics to operate inside schools, increasing the risk that students are vaccinated without proper parental knowledge or consent.
- Several parents in other states have reported their child was mistakenly vaccinated by school clinics without their consentâdespite written consent supposedly being required. https://www.foxnews.com/us/north-carolina-family-can-sue-over-covid-19-vaccine-administered-without-consent-court-rules?msockid=35ed872061b36a511ed3927860656b17
- School-based vaccine clinics create a high-pressure environment that can single out or stigmatize unvaccinated students, leading to undue social pressure, coercion, or bullying â especially in settings where vaccination is promoted during school hours or in front of peers.
- Vaccine package inserts warn of brain damage, life-threatening allergies, and death. No one knows in advance who will be harmed. Clinics inside schools are not necessarily prepared to deal with those outcomes.
- Vaccination should remain a private medical decision between a parent and their childâs doctor, not handled in schools.
- Allowing vaccinations in school increases the risk of duplicate vaccines being given, especially if the school does not have full access to the studentâs medical records.
- The U.S. Supreme Court has recognized that vaccines are âunavoidably unsafe.â The federal government has paid out over $5 billion to victims of vaccine injury through the National Vaccine Injury Compensation Program.
- Schools should remain focused on education. Medical decisionsâincluding vaccinationâmust remain the responsibility of families and trusted healthcare providers.

There is no need to subject students to Big Pharma. There will be enough time in their lives to do that.
