New Hampshire lawmakers are considering legislation that would eliminate school and child care vaccine mandates and prohibit the state or any government entity from requiring vaccines as a condition of employment, access to services, or participation in public life.
HB 1811affirms a foundational principle of ethical medicine and individual liberty: medical decisions must be voluntary and based on informed consent. Vaccines, like all pharmaceutical products, carry the risk of injury, and there is no reliable way to predict who may suffer adverse reactions.
This bill removes existing vaccine requirements for children in public and private schools and child care settings and ensures that vaccination decisions remain personal—free from coercion, penalties, or loss of access to education or public services.
HB 1811 also clarifies that while the Department of Health and Human Services may issue nonbinding vaccine recommendations, those recommendations are advisory only and may not be used to deny services, access, or participation to any individual in New Hampshire.
HB 1811 is scheduled for an executive session in the House Health, Human Services, and Elderly Affairs Committee on Wednesday, 2/11/2026 at 9:00 AM in Room 158 of the Granite Place. View the Executive Session Agenda HERE. A vote may be taken at any time.

SAMPLE SCRIPT
“Hello, my name is ___ and I’m a constituent. I’m calling to urge Representative____ to SUPPORT HB 1811.
This bill protects informed consent by ensuring that vaccination decisions remain voluntary and that no individual is denied education, employment, or access to public services on the basis of vaccination status.
Medical decisions should be made by individuals and families—not imposed by government mandates.
Please support HB 1811.

TALKING POINTS
- Informed consent is the cornerstone of ethical medical practice. Medical interventions should never be coerced. HB 1811 restores true informed consent by removing penalties tied to vaccine refusal.
- Vaccine mandates are inherently coercive. Conditioning access to education, employment, or public services on vaccination strips individuals of meaningful choice and violates basic principles of liberty.
- People respond differently to pharmaceutical products. Genetic differences, immune function, age, and health history all influence vaccine outcomes, underscoring the need for individualized medical decision-making.
- Vaccine manufacturers are shielded from liability. Federal law protects manufacturers from responsibility for vaccine injuries, leaving individuals and families to bear the risk without meaningful legal recourse.
- Public health should prioritize education, not compulsion. Transparent, evidence-based information empowers individuals to make informed choices—mandates undermine trust and autonomy.
- HB 1811 preserves access while allowing recommendations. The bill permits DHHS to offer vaccine guidance as advisory opinions only, ensuring that information is available without enforcement or punishment.
- Medical freedom protects all families. Respecting bodily autonomy safeguards individuals with medical concerns, religious beliefs, or conscientious objections from discrimination or exclusion.
