Tell Subcommittee to Vote YES on HB 2396

End the practice of adding fluoride to Tennessee’s public water systems

House Bill 2398 (HB 2396) prohibits public water system operators from adding fluoride to public water supplies. HB 2396 has been assigned to the House Agriculture & Natural Resources Subcommittee for consideration. A companion bill, Senate Bill 0162 (SB 0162), has been referred to the Senate Energy, Agriculture & Natural Resources Committee.

HB 2396 is on the agenda for the House Agriculture & Natural Resources Subcommittee meeting 3:00 p.m. Wednesday, March 4th.

TALKING POINTS

Fluoridation is mass medication without individualized consent. Fluoridation is not done to purify water. It is done to achieve a therapeutic goal — cavity prevention — and exposes every resident, regardless of age or medical status, to ingestion without informed consent.
The fluoride added today is a synthetic industrial byproduct. The most widely used additive is fluorosilicic acid, produced as a byproduct of phosphate fertilizer manufacturing, according to the U.S. Environmental Protection Agency. It is not the same as naturally occurring calcium fluoride.
Modern research indicates fluoride works primarily topically. The CDC acknowledges fluoride’s primary benefit occurs on erupted teeth. Fluoride toothpaste and topical products are widely available and inexpensive, making forced ingestion unnecessary.
Cavities are driven by sugar and ultra-processed diets — not fluoride deficiency. Tooth decay is strongly linked to high sugar consumption, refined carbohydrates, and poor nutrition. You cannot out-fluoride a high-sugar diet. Addressing nutrition will have a greater impact on children’s oral health.
Clean water should be clean. Government’s role is to provide safe, clean drinking water — not to medicate the population through a public utility system.
