Kansas lawmakers are considering legislation that would affirm that global entities such as the World Health Organization, the United Nations, and the World Economic Forum have no authority within the state of Kansas or any of its political subdivisions to enforce rules, regulations, fees, taxes, policies, or mandates.
HB 2204 reinforces the principle of state sovereignty and local self-determination by ensuring that no foreign or international organization’s policies or mandates can be imposed on Kansans without the consent of their elected representatives.
Under this bill, global organizations would be expressly barred from enforcing any directive within Kansas that undermines the authority of state and local government or overrides the will of Kansas voters and lawmakers.
This legislation is an important step toward protecting Kansans’ freedom, accountability, and democratic control over policies that affect their lives and livelihoods.
HB 2204 has already passed the Kansas House and is now awaiting further consideration in the Senate Federal and State Affairs Committee.
Please act TODAY and urge your legislators to SUPPORT HB 2204.

SAMPLE SCRIPT
“Hello, my name is ___ and I’m a constituent. I’m calling to urge Senator ___ to SUPPORT HB 2204.
This bill is important to me because it protects Kansas’ right to govern itself and ensures that international organizations like the WHO, UN, and WEF cannot enforce policies or mandates in our state without approval from our elected officials.
Kansans should be governed by representatives we elect, not by unelected global entities.
Please support HB 2204 and defend state sovereignty.
Thank you.”
TALKING POINTS
- The United States’ withdrawal from the World Health Organization underscores the importance of national sovereignty. If the federal government no longer recognizes the WHO’s authority, states should not allow international health bodies to influence or direct policies that affect their citizens without legislative approval and public accountability.
- The WHO, UN, and WEF promote one-size-fits-all medical policies based on flawed, selective, or incomplete science, while operating under significant influence from pharmaceutical corporations, private foundations, and global financial interests.
- The Covid-19 response exposed the dangers of outsourcing public health authority to international bodies that are insulated from public accountability. Policies promoted by the global health organizations led to widespread coercion, censorship of dissenting scientists, suppression of early treatment options, and unprecedented violations of informed consent and bodily autonomy.
- Global health organizations are not neutral. A significant portion of their funding comes from private donors and corporate partners with direct financial stakes in pharmaceutical products, diagnostics, and digital health infrastructure. This funding model creates inherent conflicts of interest that undermine scientific integrity and public trust.
- Health policy decisions that affect American families must be made openly, transparently, and by elected representatives accountable to voters—not by international bureaucracies influenced by corporate priorities.
- Allowing international influence sets a dangerous precedent. If unelected global organizations can shape health policy today, they could justify future mandates involving vaccines, digital IDs, surveillance, or other medical interventions tomorrow.
