Senate Bill 95 aims to ensure healthcare providers obtain full informed consent before administering vaccines to children.
While parents may not fully grasp all the information they need about vaccination risks during a doctor’s visit, this bill represents a step in the right direction.
The bill also holds healthcare providers accountable, fostering greater transparency and trust in the vaccination process.
Key Provisions of SB 95 include:
- Healthcare providers must obtain explicit informed consent from a parent or guardian before vaccinating a child. This includes providing comprehensive information about the benefits and risks of the vaccine, as well as details about the National Vaccine Injury Compensation Program.
- Providers must supply the Centers for Disease Control and Prevention’s Vaccine Excipient Summary.
- If a provider administers a vaccine without obtaining informed consent and the child experiences an adverse reaction, the provider could be held liable for damages of at least $5,000, along with additional expenses related to legal action.
SB 95 passed the Senate Health and Human Services Committee on 4-2-25.

TALKING POINTS:
- One of the most basic human rights is bodily autonomy, as recognized by the Nuremberg Code. Ethical medicine requires prior, completely voluntary, and fully informed consent.

- Vaccine manufacturers such as Pfizer, Merck, and GlaxoSmithKline have paid billions of dollars in criminal penalties and settlements for research fraud, faking drug safety studies, failing to report safety problems, bribery, kickbacks, and false advertising.[i] [ii] Pfizer paid $2.3 billion in 2009 alone to resolve criminal and civil allegations.
