Florida lawmakers are considering legislation to strengthen informed consent protections and expand vaccine exemptions for families.
SB 1756, the “Medical Freedom Act,” would require written informed consent prior to childhood vaccination, add a conscience exemption to school vaccine mandates, require exemption forms to be available online, and clarify that public health authorities may not order vaccination during a declared emergency.
This bill reinforces parental rights, protects individual conscience, and ensures that medical decisions are made with full transparency and voluntary consent.
SB 1756 was reported favorably in the Senate Appropriations Committee by a vote of 10 Yeas and 7 Nays on 2/24/2026. It is now in the Rules Committee. If it passes, it will go to the Senate for a vote.

“Hello, my name is ___ and I’m a constituent. I’m calling to urge Senator ___ to SUPPORT SB 1756.
This bill strengthens informed consent by requiring written parental consent before a child is vaccinated and ensures parents receive state-approved information about risks, benefits, safety, and efficacy.
It also creates a conscience exemption for school vaccines and makes exemption forms accessible online, improving transparency and parental access.
Medical decisions for children should be made by parents — not mandated without full disclosure or meaningful choice.
Please support SB 1756.
Thank you.”
TALKING POINTS
- SB 1756 adds a conscience exemption to school vaccine mandates, expanding protections for families who do not qualify for medical exemptions and do not object solely on religious grounds.
- Informed consent is a foundational ethical principle in medicine and includes the right to accept or refuse a medical intervention without coercion or penalty.
- Parents have the primary responsibility and authority to make medical decisions for their minor children, and state policy should respect that role.
- Expanding transparency and access to exemption processes reduces barriers for families navigating complex medical decisions.
- As of 1/30/2026, there were 2,709,593 adverse events and 50,350 deaths reported to the federal Vaccine Adverse Events Reporting System (VAERS). A CDC-funded study found that as few as 1% of vaccine injuries may be reported, suggesting the true number could be significantly higher.
- People differ in genetics, immune function, and health history—factors that can influence how any medical product, including vaccines, affects them, underscoring the importance of personal choice and medical autonomy.
- Vaccine manufacturers are largely shielded from liability for injuries caused by their products under federal law, leaving families with limited recourse if a child or adult is harmed. These liability protections create a system where accountability is minimized, while individuals and families bear the full risk, proving that the so-called ‘safety guarantees’ for vaccines are misleading and incomplete.
- Vaccine formulations include a variety of substances, such as metal salts (e.g., aluminum), preservatives, stabilizers, and residual manufacturing materials. These ingredients—like formaldehyde, polysorbate compounds, and foreign DNA and proteins—are associated with allergic reactions, neurotoxic effects, and immune system dysfunction.
- Mandatory vaccines and other medical policies undermine basic human rights and bodily autonomy. The right to decide what enters one’s body is a fundamental freedom protected in ethical medical practice and international norms. Imposing vaccines by law or policy erodes this core liberty and sets a precedent for further government intrusion into personal decision-making.
