Missouri lawmakers are considering legislation that clearly establishes parents’ fundamental right to direct their children’s upbringing, education, and healthcare decisions, free from government interference.
SB 948 codifies these rights into state law and applies them to all state and local ordinances, resolutions, and regulations.
Importantly, SB 948 affirms that parents have sole authority to consent in writing to all physical and mental healthcare decisions for their children, including medical treatments and vaccinations.
This legislation is a vital step toward protecting Missouri families’ rights to make healthcare decisions based on their personal beliefs, medical circumstances, and ethical considerations—without being overridden by distant bureaucrats or unelected officials.
SB 948 is currently eligible for a Senate floor vote.

“Hello, my name is ___ and I’m a constituent. I’m calling to urge Senator ___ to SUPPORT SB 948.
This bill is important to me because parents—not the government—should make healthcare decisions for their children based on individual circumstances, beliefs, and needs.
Families deserve clarity and protection under the law so that no bureaucrat, board, or agency can override parental authority when it comes to medical care, education, or upbringing.
Please support SB 948 to protect parental rights and medical autonomy.
Thank you.”
TALKING POINTS
- Parents are best positioned to make medical decisions for their children. Every family has unique needs based on genetics, health history, beliefs, and personal circumstances. Laws should respect that diversity rather than impose uniform decisions.
- Codifying parental rights now helps ensure that future mandates—whether for vaccines, screenings, or treatments—cannot be imposed without strict legal justification and oversight.
- As of 1/30/2026, there were 2,709,593 adverse events and 50,350 deaths reported to the federal Vaccine Adverse Events Reporting System (VAERS). Vaccines, just like all pharmaceutical products, carry a risk of injury and even death.
- People differ in genetics, immune function, and health history—factors that can influence how any medical product, including vaccines, affects them, underscoring the importance of personal choice and medical autonomy.
- Vaccine manufacturers are largely shielded from liability for injuries caused by their products under federal law, leaving families with limited recourse if a child or adult is harmed. These liability protections create a system where accountability is minimized, while individuals and families bear the full risk, proving that the so-called ‘safety guarantees’ for vaccines are misleading and incomplete.
- Vaccine formulations include a variety of substances, such as metal salts (e.g., aluminum), preservatives, stabilizers, and residual manufacturing materials. These ingredients—like formaldehyde, polysorbate compounds, and foreign DNA and proteins—are associated with allergic reactions, neurotoxic effects, and immune system dysfunction.
- Mandatory vaccines and other medical policies undermine basic human rights and bodily autonomy. The right to decide what enters one’s body is a fundamental freedom protected in ethical medical practice and international norms. Imposing vaccines by law or policy erodes this core liberty and sets a precedent for further government intrusion into personal decision-making.
- SB 948 strengthens trust in healthcare. When parents retain decision-making authority, it supports collaboration rather than adversarial interactions between families and institutions.
