Earlier this week, we urged you to support two important bills that would prohibit the use of mRNA materials in vaccines.
Now, we’re asking for your help to oppose HB 1787 and SB 2094. These companion bills would require the Department of State Health Services to develop a state plan for preventing and treating human papillomavirus (HPV) among college students—a plan that could include promoting or pressuring uptake of the controversial HPV vaccine.
Texans must remain vigilant and ensure that no student is coerced into receiving a vaccine through state policy. These bills open the door to increased government involvement in private health decisions and the potential promotion of vaccines with a known history of safety concerns.
HB 1787 was read for a second time and postponed until 6/3/2025.
SB 2094 was referred to the Senate Health & Human Services Committee on 3/24/2025.
Please take action today!

Calls are more effective than emails and only take a few minutes. Below are Sample Scripts for the bills along with additional Talking Points. Use your own words when you call or email – a personal message is always more effective than a form message!
SAMPLE SCRIPT for HB 5022 and SB 1887:
“Hi, my name is ____, and I am a constituent. I am asking Representative (or Senator) ____ to oppose HB 1787 (or SB 2094), which would require the Department of State Health Services to develop a state plan to prevent and treat human papillomavirus (HPV) among college students.
This bill opens the door for aggressive promotion—or even mandates—of the HPV vaccine at Texas colleges and universities, infringing on personal medical choice and informed consent. The HPV vaccine carries serious risks and has a history of adverse events, particularly among young people.
Medical decisions should be made privately between patients and their healthcare providers, not influenced or coerced by state policy or institutional pressure. Please oppose this legislation to protect the health freedom of Texas students.
Thank you for your time and for standing up for individual rights.”
TALKING POINTS for calls and emails:
- HB 1787 and SB 2094 open the door for state-endorsed promotion of the HPV vaccine, potentially pressuring college students into a medical procedure they may not want or need.
- The HPV vaccine has been associated with serious adverse reactions, including neurological conditions, autoimmune disorders, and even death in some cases.
- According to VAERS (the federal Vaccine Adverse Event Reporting System), thousands of injuries related to the HPV vaccine have been reported, many in adolescents and young adults.
- This bill undermines the principle of informed consent by allowing public institutions to create state-sponsored health plans that could strongly influence student decision-making.
- Requiring a state plan for HPV without parental involvement or thorough safety analysis sets a dangerous precedent for future vaccine promotion on campuses.
- Young adults should not face institutional or peer pressure for a vaccine that is not necessary for school attendance and is linked to documented health risks.
