Iowa legislators are advancing good bills to ensure families and students are fully informed of their legal right to vaccine exemptions.
HF 299 and SF 6 require schools, childcare facilities, colleges, and universities to:
- Provide vaccine exemption information in all communications about mandated immunizations.
- Include exemption details on websites, registration documents, and student communications.
These companion bills protect families and students from coercion by ensuring awareness of exemption rights.
WAPF recommends repealing Section 139A.8, Subsection 4. (b) to protect medical and religious vaccine exemptions in times of an emergency or epidemic as determined and declared by the Director of HHS.
“(b) The exemptions under this subsection do not apply in times of emergency or epidemic as determined and declared by the director.”
HF 299 passed the Iowa House on 3/10/2025. SF 6 is now eligible for a Senate floor vote.

SAMPLE SCRIPT
“Hello, my name is _____, and I’m a resident of _____. I urge Senator_____ to SUPPORT SF 6 and HF 299 to protect informed consent and ensure Iowa families know their legal right to medical and religious vaccine exemptions.
This bill requires childcare facilities, schools, and colleges to share exemption information whenever vaccines are mandated.
No family should be kept in the dark about their right to decline medical procedures. Vaccines carry risks, and informed consent is a fundamental human right. Without informed consent, there is no ethical medicine.
Please vote YES on SF 6 and HF 299 to uphold transparency and parental rights.
Thank you for defending Iowa families.”
TALKING POINTS for calls and emails:
- SF 6 strengthens transparency by informing parents and college students of their legal right to vaccine exemptions.
- This bill does not create new exemptions—it simply ensures that existing exemptions are communicated whenever childcare centers or schools discuss vaccine requirements.
- Parents and students deserve full disclosure of all school immunization policies, including exemption options, so that they can make informed choices.
- Without this bill, many parents and students will remain unaware of their rights under Iowa law, leading to unnecessary confusion and potential coercion.
- Families should never feel pressured or misled when making healthcare and religious choices for their children.
- This bill applies to all schools, childcare centers, institutions, & colleges, ensuring accurate information reaches all Iowa families, regardless of where they live.
- Providing this information also benefits childcare centers and schools, reducing conflicts and misunderstandings between parents and administrators over exemption policies.
