Massachusetts lawmakers have introduced two troubling bills that would create state tax credits for individuals who submit proof of vaccination with their tax returns.
H.3070 would authorize a Covid-19 vaccination tax credit of at least $100 for individuals who provide documentation showing they received all “available and required” Covid-19 “vaccine” doses.
H.3072 would authorize a broader vaccination tax credit of at least $100 for individuals who provide proof they received all vaccines approved and recommended by the Massachusetts Department of Public Health.
While these bills are framed as public health measures, they raise serious ethical concerns by financially rewarding compliance with government-recommended medical interventions.
Medical decisions should be based on informed consent and individualized healthcare needs—not tax policy.
Vaccines are pharmaceutical products that carry both risks and benefits. Government should not create financial incentives that pressure individuals and families to make medical decisions in exchange for tax advantages.
These bills also create a disturbing precedent by linking a citizen’s medical status to eligibility for state financial benefits.
H.3070 and H.3072 were reported with the recommendation to be accompanied by Study Order H.5318 in the Joint Revenue Committee on 4/2/2026.
WAPF opposes coercive medical policies and supports the fundamental right of individuals and families to make voluntary healthcare decisions free from financial pressure or discrimination.
Massachusetts lawmakers need to hear from constituents NOW.

The government should not use tax policy to reward compliance with pharmaceutical recommendations or pressure individuals into medical decisions.
Please oppose these bills and help protect the most fundamental principles of medical ethics, informed consent, and personal freedom in Massachusetts.
Thank you.”
TALKING POINTS
- Medical decisions should remain voluntary and based on informed consent—not financial incentives tied to vaccination status.
- Tax credits linked to medical procedures create financial pressure that can undermine truly voluntary healthcare decision-making.
- Vaccines are pharmaceutical products and, like all medical interventions, carry potential risks as well as benefits.
- As of 4/24/2026, there were 2,718,801adverse events and 50,531 deaths reported to the federal Vaccine Adverse Events Reporting System (VAERS). A CDC-funded study found that as few as 1% of vaccine injuries may be reported, suggesting the true number could be significantly higher.
- People differ in genetics, immune function, medical history, and susceptibility to adverse reactions, underscoring the importance of individualized healthcare decisions.
- The government should not create financial reward systems tied to compliance with pharmaceutical recommendations.
- Linking tax benefits to vaccination status sets a troubling precedent for future government intrusion into personal medical decisions.
- Public health policies should focus on transparency, honest risk-benefit discussions, and respect for bodily autonomy—not financial inducements.
- Many vaccines are already required for school attendance and certain occupations. Additional financial incentives further increase pressure on individuals and families.
- Informed consent requires the freedom to accept or refuse a medical intervention without coercion, penalties, or financial manipulation.
- Public trust in healthcare institutions depends upon transparency, ethical standards, and respect for personal choice.
